theoratically it's easy. You just lock on the sub marine, fire the missile while it still is locked on, than when entering water, it will engage the sub.

there's a huge difference between an ICBM that can carry nuclear payloads and an anti-submarine missile/torpedo. one is designed to decimate a city (with the payload) and one is designed to take out a single submarine.
