That's on Fox's side, it was working great from SpaceX's website.

Yes, the buffering was indeed source-side. The spacex.com website was going quite slowly all day, with the webcast being choppy at best. Based on the videos I have seen from various websites, all of them had buffering like this one.
The cause of that was likley every geek in America tuning in to watch the event; I'm actually suprised their website did it without crashing altogether.
