Yes, but at this point in the game, there isn't anybody out there, becuase it's not a natural night. The regular day-night cycle doesn't work yet, because it hasn't been programmed to work yet. Therefore, the game treats it as a forced night, such as the cursed great sea night. When forced nights are active, no characters are programmed to appear.

Well, of course the town's deserted. It's nighttime, nobody's out then. All characters that appear at night have to be triggered to appear first, like Mila.

DON'T BUY ONE FROM DELTA; they don't let you add any codes. nor games. You just have to stick with what they hardwired for you.
