yup, the performer is stomping.
The exact sentence on the music sheet was "Notice: to get the desired effect of 'stop time', that the pianist will please stamp the heel of one foot heavily upon the floor at the word 'stamp'. Do not raise the toe from the floor while stamping."
If you think about it, this was extremely influential in the music to come. Hip Hop music (but pop music too) more likely then not will use clicking, or stomping, or clapping sounds more often than drum sounds.

@gurkenschale92 This isn't fast! I think you mean to say the notes have short values. Count to the beat, it's at about 128 beats in tempo, which is moderately fast!

Actually it's not a clock you hear.
In John Stark's 1899 "The Ragtime Dance", the pianist was instructed to "Stamp the heel of one foot heavily upon the floor" in time with the music.
Scott Joplin adapted this idea for "Stoptime Rag". But instead of simply keeping time, the sheet music indicated just *when* to stamp.
What you hear is the pianist following the sheet music; this is likely the first (and only) composition with scored foot tapping...

This is a truly brilliant piece, but what attracts me the most is the constant lock beat. It is just brilliant!
