LeMieux Proposes Amending U.S. Constitution to Control Federal Spending (FULL)

U.S. Senator George LeMieux (R-FL) introduced a proposed amendment to the U.S. Constitution requiring Congress to balance the budget. The bill entails that any specified amount of deficit spending will require a two-thirds majority vote of each chamber of Congress. The proposed amendment also provides the President of the United States with the power of a line-item veto in order to reduce or eliminate earmark projects.
