Well, youre right on that one, however, any place with a massive network of sewers, subways and labrinths like city hall are bound to have rats. I'll tip you off on something posted on You Tube, look it up..."NYC RATS IN TACO BELL/KFC"! You want to see a scary sight? Makes you have second thoughts about fast food restarants buddy!
