No, that is not true. The very peak of those, the billionares and those one-off selling their companies, do in fact gain income from the capital gains of selling their company or long-term stocks. Very few of the 1% live entirely off of capital gains, rather they invest money they make in companies through regular income.

And again, punishing the rich out of "fairness" just discourages people from trying to succeed as entrepeneurs. That hurts the poorest when no one is creating jobs.
