Except none of them have been convicted and the CIA says 90% don't belong there. Many of these guys are in there because the Americans came in with bags of cash and said they'll pay for bad guys.
So most of them are business rivals, love rivals or just pains in the asses that you get paid to get rid of

Of course the fact that many were put there so others could collect a reward or pay back a grudge means nothing to you.
One of them is a 15 year old boy who has been held for 6 years on no charges, not picked up on the battlefield.
He is typical, that's why they don't try them, no case
