The same goes for the hundreds of nations at the mercy of the permanent councill and their right to veto...

Ironic how you have the cojones to talk about banning nuclear tests when your (perm) councill owns the largest nukes arsenal of all times, capable of destroying the planet dozens of times over... Some can always argue it's never too late to do well but most now know you never really meant to do so....

the Atomic Energy Commision has the highest security in Defense, we certainly need more nuclear energy especially in remote area of the world. How could we remedy this. Also is it possible to offer every country in the world to proper water infastructures. Just like the piping networks currently being set up in Africa. As far as I can tell, there are only two acceptable uses of nuclear technology; energy necessities and space travel.
The idea that any country should stockpile nuclear weapons should seem insane to most people.
There is no such thing as a winnable situation with nuclear weapons, so lets stop this poison while we can.
We owe at least that much to future generations..
