In 2004 California voters passed Proposition 63, the Mental Health Services Act, which authorized a surcharge of 1% on income over 1 million dollars for expanded Mental Health services.
To help balance the state budget Prop 1E will take more than 460 million dollars away from Mental Health Services Act programs over two years.
The legislative analyst points out that potential effects include: * A decrease in Federal matching funds coming into California * Increased costs for homeless shelters, social services programs, medical care, law enforcement, and county jail and state prison operations.
Despite what is implied in the description NO NEW SERVICES WILL BE FUNDED.
