WHAM-TV (Channel 13) investigates how the Rochester police department is working to better communicate with the deaf community. Rochester, N.Y. is home to one of the largest per capita deaf populations in the nation, according to a Rochester Institute of Technology study. A liaison for the deaf and hard of hearing works with RIT and National Technical Institute for the Deaf students to discuss how to create a better line of communication.
