As far as I can figure out it is only done by media firms to protect the filmers from being sued by motorists who don't want their whereabouts or vehicle activities publicised. eg if they were parked outside the house of someone they were having an affair with etc.
I could be wrong but I can't find any evidence of it being illegal in this country (uk)
