Let me correct you, her mother is German. Beeing a Roma or (so-called) Gypsie doesn't mean you have to be from Romania (the country). The Romani (Roma, Gypsies...) are an ethnic group of Europe tracing their origins to medieval India (earlier than the 11th century) and they have nothing to do with Romania (the country) itself. They live in almost all parts of Europe.

Her mother's citizenship is German. She was born in Romania but acquired the German citizenship, and by the German nationality law she is German in that case, irrespective of place of birth. In Germany, your nationality is not (!) restricted to the state you were born in or your parents come from!
