People who are taking care of survivors of shaken baby syndrome with traumatic brain injury and who are looking for assistance paying medical bills or paying for extra help for the baby around their home, may not know that the baby may have a basis for a claim or lawsuit against people who knew about but failed to report abuse to Child Protective Services (CPS) which the baby suffered BEFORE the critical shaken baby incident.
