You just need a micro controller with two I/O pins and pullup resistor.
This was just a very first test on this video....

Reverse bias the LED and count how long it takes for the N side to hit LOW. The more light, the faster the voltage bleeds down. They can be rather finicky because its capacitive based so if you get your counting threshold wrong it can can sometimes have the opposite effect.
