A spokescouncil can have a facilitator and should to help keep the meeting going but a leader is not something that would exist or should be allowed to exist. i think Lao Tzu said it best:
To lead people, walk beside them... As for the best leaders, the people do not notice their existence. The next best, the people honor and praise. The next, the people fear; and the next, the people hate... When the best leader's work is done the people say, 'We did it ourselves!

This is not a spokescouncil this is just a meeting with a leader and people voted at the end. A spokescouncil is where a member of each affinity group or cluster who are meeting usually to discuss plans for action via consensus. The idea of the spokescouncil is to have a spoke from each group at the meeting...a spoke is a representative that you send from your affinity group or cluster to represent the group.
