It's true, they wouldn't have known what a huge mistake it was. But also, the supplies for a picnic that would have been left behind during that period would have been made of very easily biodegradable paper, not things made of plastic, styrofoam, or even the coated paper plates that companies like Dixie make today. It helped lead to the idea that it was ok, as it would probably just be broken down in not very long anyway.
