6 cuts by cutting all 3 loose. the fourth now can slide over them into the boat. now you can cut the others loose with 2 cuts!

That's a good solution, but you can cut all three at once, and make them fall into the hole, then cut the guy on the platform and let him slide down over the balls. Then cut the balls up. I did it in 13 moves.
