What would you recommend for people who want to play over the internet, and don't have a lot of money?

It all depends on what you mean.

If your talking about programs to let you play over the internet, skype, team speak and ventrilo all work and game table for your battlemat.

If your talking about what system to use? well savage worlds is the cheapest by far.

We've used movie sound tracks as background music--but instrumental tracks are best because lyrics tend to intrude on the gameplay conversation.
