simple: AQ was the easiest assumption, as they had been a part of the presidents daily briefing on terrorism even during the Clinton years. Bush didnt have *confirmation,* but common sense told him who it was. Everyone knew before 9/11 that AQ was planning some kind of attack. how, when, and where are what they didnt have answers to.
