Jurisdiction does not matter per the constitution, they can only be tried once period for that offence, a new offence would be needed for a new trial.
How ever all courts allow the double jeopardy rule to be ignored all the time with the civil courts, the Collateral estoppel (CE), known in modern terminology as issue preclusion, is a common law estoppel doctrine that prevents a person from relitigating an issue.
This is not just crimial but civil as well, as both use deep pockets to attack.

No, but if you were arrested and tried for one single instance of wife beating, you could never be tried for that instance of wife beating again in the same jurisdiction.
A person only dies once so there's only ever one action of killing a guy. This means she couldn't legally be charged with her husband's murder again since she was already tried for it.

Double Jeopardy would protect her from prosecution by the same court, but only for murder. She was tried for the action of killing her husband before she committed the action, but she was still tried for it. Unlike other crimes, murdering an individual is intrinsically a single act and you cannot be tried for the same act twice. It's not like car theft, where the action's definition allows the same car to be stolen twice.
Lesson: Don't frame someone for murder by faking your death.
