What is going on here, then?

Please help me work out what is going on here. What languages can you hear and what are they saying? Where is this? What happened to the camera? What's the reason for what's going on here?

I witnessed this scene but I do not know any of the backstory. Please consider what you see and hear and describe what you can tell from the footage.

Looks like someone applied the "plastic" or "cartoon" effect from photoshop on the entire video

@s9729126c That's one of the effects available in Powerdirector. I did it to allow the police their personal anonymity, but also it gives along with the music the "sweet and sour" effect I was looking to bring. Lovely lilting music and a cartoony, pastel effect mixed with the unromantic reality of coppers smacking down a gipsy and hauling him off to the sobering station.

My wife just came in from work and said a train struck and killed a man walking down the middle of the track with headphones lightning to who knows what. The driver said he sounded his horn, but the man continued to walk like out on an outing at the park. Could be he had some of the same issues as the man in your video. Guess I am going to sound like a pessimist, but this is only the tip of the iceberg of whats to come as the world slides into financial hard times.

@usenetposts Well there are many people who fall into this category. They could be from the rich and powerful to the poor and trodden on. Life is full of people bent on destruction. There are those that still believe that gods holy commandments are bullshit. But i tell you if you dont follow them you will have hell to pay when time comes for judgement!

@usenetposts It sure did! It made the video extremely dramatic and it actually made me sad.

Nonetheless, it made the deciphering of the voices harder.
