It appears that GM and LG Chem only announced that they had a license to the Argonne compound a few days ago, which is presumably why they've been so cagey about admitting that the battery cells in the Volt already used contains Cobalt. In the new Argonne licensing agreement the batteries will contain a more advanced version of the same battery cell Cathodes LG Chem already uses in the Chevy Volt batteries.
LG Chem licensed the technology from Argonne and used the materials to create the battery supplied for the 2011 Volt. GM has also licensed the technology for their own tests
