I have tried joining a number of different channels in mirc, some of which have had a larger number of participants. But in each and everyone of them it has been completely silent! Is this normal? Perhaps in most rooms people are only chatting one on one?

No. I would say to support the maker, but it's not needed. The program doesn't expire, it just shows a temporary screen at the beginning after the time has expired.
