It is supposed to be at the end of the day, after they've had dinner. However, geographically, the skyline of Chicago is to the east, along Lake Michigan. This technically is a sunrise, not a sunset.

In Carl and Harriette's last appearance on Perfect Strangers, Harriette mentions that she and Carl had moved into Balki and Larry's apartment building just days earlier. I think this episode was filmed in a different studio because the permanent set for Family Matters had yet to be completed.
One thing I read about Family Matters is Carl Winslow was the only character to appear in all 215 episodes of this show. I think Laura Winslow came in second place....missing just a couple episodes. Steve Urkel was pretty much in all the episodes after he first appeared, but he didn't appear until near the end of the first have (1989) of the first season.
The clock said 1:13 in eddie's room, but they already had dinner. After dinner, eddie was going to his friend assuming it was in the late p.m. hours. Come, the directors must have been smoking dope when they edited this tape.
