In developed countries parliament/congress has to vote for a budget for approval. under the current law the budget is a prerogative of the excecutive. Kibaki vetoed a bill that would have required Mp's to vote and approve a budget. this is what we get without Accountability. eg MOI took govt. funds to build the Eldoret airport, kibaki paid all of Wamalwa's debt using state funds,the late MP's faimilies have their expenses paid thanks to this flawed law. what will stop a president from stealing?
