this really is rev limiter and it only works when you're in neutral....i know because i have 1.9 tdi caddy

@weebl15 I drove a SDI that had something bad with electronics, so the ECU limited the rpms on any gear. I think it was only for being sure, that it make no damage to the engine. And when I tried to max it on any gear, then downshift, it slows down, like no gas pedal is pushed (regardless the pedal was pushed to the floor :)), until slowed down to 3000rpm.

Das ist eine Schutzfunktion, damit man (wenn kein Gang eingelegt ist), den Motor nicht bis zum eigentlichen Begrenzer drehen kann.
When no gear is select, you can only rev to 3000 rpm.

also what happens if you go 2900rpm in 3. and downshift to 2.
