ISS is one of the worlds largest cleaning companies, they have made HUGE business out of taking contracts on hospital "cleaning", lower the cleaning standard, underpaying the immigrant workers and make state cut downs possibel.
The victims are the patients and the cleaning staff!

The customer decides the standard, not the cleaner. Some customers pay for the rolls royce, some pay for the Ford, etc. Customers monitor what they are getting every week, and there's no way they wouldn't know if the standard wasn't being achieved - it's easy enough to check, as this video shows! I'm sure ISS would like everyone to pay for the Rolls Royce, which they are well capable of delivering, and often do deliver. Annoying video!
