He will do merely what he perceives to be the right thing to do, simply as there is nothing from the process to be gained for him, apart from doing the right thing.

The cap and trade will create an energy Cartel, because the law will restrict energy production to the few big companies. This will drive energy prices higher and creates higher profit margins. The cost of energy production is same, but cost for the common people will be higher at monopoly/cartel prices. It will not save the earth, because russia will just export its oil to china instead of western europe.  If the western world is stupid enough to pass Cap and Trade then we deserve serfdom.

Regulations in favor of big companies while destroying the small businesses... it's exactly what happened also with the farms. Small farms were destroyed, forced out of business and with them.. all our good food disappeared as well. Big industrialized farms feed us only chemicals and junk, while treating the animals and the workers despicable.
