Building is of international standard, not the runway. I was there last summer and our plane taxi'd from the runway to go to the other end for takeoff. If I am right, there is only one runway. Going to Cebu is different story. Fly from San Francisco via Hongkong to Cebu avoiding the hustles and customs in Manila. Can Iloilo do the same? On international flights, you need to have Fire/Crash Rescue equipment capable of handling bigger aircrafts to be qualified. Maybe, they don't have this yet.
