you are right. The guy is tellin him he can't be there for longer than 20 secs or he won't get a time. the other guy looks to have run in the 14s. Could be this was just a test and tune session rather than any kind of race?

When they do bracket races they turn the lights green at different times... but in this case it just seems to be stupid that he waited for so long.
