Because when you change those numbers, that is basically saying how many seconds the page will take to load at max. Therefore the lower the number, the faster. Make sense?

There is a video that says the nginitial thing is a string not an integer? true or not
It honestly doesn't matter if u use string or integer...that's what I have come to find.
