Why does telly sound alittle diffrent? And why did he stop making these clips?

I wonder what year this skit first aired. I'm guessing it's from 1980. But I don't know for sure. I know Brian Muehl played the role in this clip. And I know Brian left in mid-1984. Also, what episode was this from?
