The cop is out of his mind-how do I know? He's about 40 yrs old, 50 lbs overweight and he thinks he can catch a teen in a footrace. He has a "superman complex". The "partner" showing-up later doesn't look too keen about the idea of helping-out fatso with the arrest of yet another dangerous law-breaking teenager.

I get the feeling he's not too popular at the local copshop.
