In that situation we want to solve the equation for y to get it in slope-intercept form (y = mx + b).
Start by subtracting 3x from both sides.
3x - 3x - 2y = -3x + 12
-2y = -3x + 12
Then divide everything by -2 and simplify.
-2y/-2 = -3x/-2 + 12/-2
y = (3/2)x - 6
Then we can pick out the y-intercept and the slope to graph.
