In this dash camera footage obtained via the Freedom of Information Act, we see City of Dunwoody (GA) Police Officer Juan Grullon stop a motorist for alleged improper backing in a private parking lot.

The interaction is cordial until officer Grullon repeatedly asks the motorist where he works. When the motorists inquires as to why that information is pertinant to the charge of improper backing, officer Grullon explains that there is a big difference in whether or not a citation will be issued based on whether the motorist works in Dunwoody or in Atlanta (outside the city limits).

The motorist declining to answer the question was not a practical action. It was done with the intention of protecting his rights under the 4th and 5th amendments.

The improper backing charge has been dropped by the City of Dunwoody.

  • So what...its up to the officer if he/she wants to issue a citation or a warning so says GA law....and as long as race or sex isn't involved in that decision then its perfectly legal to only ticket non residents.

    Most Sheriff's departments in GA (outside of metro Atlanta) will not write tickets to residents who live in the county unless its a serious violation.

    Its called courtesy and its perfectly legal .

    Stop whining.

  • @2204Alpha - Race and sex are not the only protected classes in play here. It's true that officers are able to exercise discretion, but the courts/justice department have long held that municipalities must not abuse that discretion. If a district's law enforcement show a pattern of only ticketing out of area citizens (as you maintain is typical practice), then they're in violation of a basic Constitutional tenent - equal protection under the law. Dunwoody is not new to this, I assure you.

  • Eh well. No real issue there. I wouldn't have bothered writing anyone for that. Waste of time, bigger fish to fry.

  • This cops voice just screams insecurity, such a pitiful individual. Most cops remind of the kids in school that were bullied and had no friends. They become cops to try to get some authority when their personalities are just lame.

  • I am a cop in Georgia. When cops are riding around at night they are looking for drivers that may be driving drunk. Asking that type of question is just a way to keep the driver talking so we have a higher chance of smelling alcohol or drugs. The only time I write citations is when the driver put another person in danger or if a child is not restrained properly. Most of the police officers in my department are the same way.

  • @fmnma1 haha, what kind of crap is that? I'm in Virginia Beach and if you get a red light camera ticket and don't pay it, they will send it to collections and screw up your credit report. Tell me that isn't some shady crap!

    lol... I remember going to NYC and receiving two tickets within 1 hour of each-other, both for 75 dollars. The tickets were for parking on the right side of the street, which is a no-no on a Tuesdays, as if I knew that. I can't argue ignorance to the law however, that's impossible. I called them, and told them there was no way I was driving 2.5 hours there, and back. They continued to send me letters threatening repossession, a vehicle in which 'I' owned. I never paid it, LMAO!!!

These dicks prey on out of towners, because they know they prob won't show for court and they'll get away with their abusive tactics. Go prevent violent crimes and stop dealing with petty traffic citations.
