Pulling your toes up (making your ankle 90 degrees) will engage the flexor tendons on the front of your tibia, which both acts as a shield against the opposing kick but also cuts into the opponent's shin. You should pull your toes back when doing a leg kick yourself similarly because it cuts into their IT band like a knife (Ajarn Chai Sirisute has pointed these things out).
