President Obama cannot do it alone. The best way to save on incarceration costs is prevention. Prevention is the most effective way to keep the jail population from growing. According to the Bureau of Justice, at midyear 2008, there were 4,777 black male inmates per 100,000 U.S. residents being held in state or federal prison and local jails.Providing jobs, job training, dental care, clothing and food is a start, but more needs to be done to keep people from re-entering the jail system.
