However the Obsidian order does play a similar role to N Korean intel, so you do have a good point. The trials in Cardassia are similar to the Stalinist show trials of the Soviet Union and other similar ones as evidence is primarily irrelevant and verdicts are pronounced in advance.

It's rather bizarre that Dukat would have no problem making such a statement directly in an open channel, yet somehow that would be a state secret. It is also bizarre that "half of Cardassia"(most likely in a broadcast) viewed his body, yet his death would be a state secret to outsiders. @Aegius I'm not sure if it's really a plot flaw. Think about how tough it is to find out about what's going on in a country like North Korea. We didn't know about Glorious Leader for what, hours after he died? Now imagine Glorious Leader was a Gul, which is essentially, what a captain? Now imagine North Korea is literally light-years from us. I could definitely see those outside of Cardassia not knowing anything about this one Gul's death, even if he was a war criminal.

Maritza wanted Cardassia to admit its guilt, but had to evade the Obsidian order. If he contacted Bajor directly, the O-o would learn about it. That's why he sought to find a different means.
