I love the fact that while Carlos and Maki are just tied up, Haggar has to be bolted to the wall.

This is weird, because in Final Fight 1 and 3, the game counts down to something that would instant kill your character: dynamite exploding in his face, or a spike bed crushing him. But here, it counts down to...some water touching your chin. It would make more sense if it started with the characters completely underwater and counted down to them drowning.
