FactoryOn(Factory Establishment Management Information System)

The Ministry of Knowledge Economy has made preparations for implementing FEMIS with goals set to minimize inconvenience for companies and to simplify the start-up process. Factory establishment has been regarded as one of the most difficult issues facing businessmen, since it involves an average of 50 laws and requires various administrative permissions/approvals that take 137 days on average.

Factory Establishment Management Information System (FactroyOn, www.femis.go.kr) - FEMIS is considered to be the world's first system that enables the whole procedure of establishing a factory (civil service application for factory establishment⇒acceptance of application⇒review and deliberation⇒approval⇒notification to applicant) to be handled online.

FEMIS enhanced convenience to ensure that both service users (businessmen, civil service applicants) and officials (public servants of local governments, management organizations of industrial complexes) can enjoy services easily.

FEMIS provides:

•location pre-review services: provides cadastral maps of factory locations, satellite maps, and land use/regulation information, so that users can easily check in advance whether a site is suitable for factory establishment or not.
•factory establishment simulation services: enables applicants to request an approval for factory establishment, set up business plans, and check necessary documents.
•online application services: allows applicants to request various permissions/approvals online and check the progress of their requests on a real-time basis.
In addition, FEMIS enhanced convenience of factory establishment officials by allowing them to handle civil services quickly. FEMIS provides one-stop, online handling of civil services, supporting the whole process from acceptance of application for factory establishment to deliberation/discussion on applications, approval for factory establishment, and notification. In particular, in cases that require joint deliberation of various divisions of administrative organizations, the system enables quick, real-time processing.
