The American people want access to their government. They want to better understand how decisions are made and have a say in that process. President Obama's Open Government Directive challenged federal agencies to open the door to government operations.

The Open Government Directive required federal agencies to launch an Open Government web page that incorporated a public feedback mechanism in order to gain public feedback on what they needed to include in each of their Open Government Plans. Dan Munz from the General Services Administration's (GSA) Center for New Media & Citizen Engagement in the Office of Citizen Services and Innovative Technologies presented at the Gov 2.0 Expo how GSA greatly reduced the cost necessary for agencies to engage with the public during this time by doing the technology, design, and policy lift on behalf of all agencies. In return, the public utilized one simple tool rather than many different participatory tools that each agency may have chosen to use to submit their comments and suggestions.
