The scope is pre-attached to your sniper (You cannot choose to detach it), so no matter which option you pick, you get the Hampton Carbine w/ scope to use in this mission

Curses! in the version I played you had to find the scope later on!

Maybe you skipped the Training Map? During the advanced training course, there is a scope for Hampton Carbine when you learn to shoot through objects. I guess if you play through the Training Map, the scope will be unlocked to use in the first mission
