NAACP officials have formed an unholy alliance with the Tennessee Democratic Party to maintain the refusal of local and state officials to implement the Civil Rights Act of 1964. These NAACP officials have betrayed the minority community here in Clarksville, Tennessee. These NAACP officials working aloneside Tennessee Democrats do not want to discuss the Civil Rights Act of 1964 and why their party and the NAACP do not want to involve themselves with Title VI. The Civil Rights Act of 1964 has become an unwanted election issue here in the state of Tennessee. This is because of the refusal of the Tennessee Democratic Party to defend Title VI. The city of Clarksville was found to be out of compliance with the Civil Rights Act of 1964 by the Tennessee Title VI Compliance Commission in a August 2005 Report. Oh white people in Clarksville love our black brothers and sisters. We are all one big happy family down here in the South. Hand in hand being poor and having interracial sex. Pretty soon there will be no more black people, only mixed people with a black daddy and a white momma. C'mon now you know it is true. Peace.

Its been two years now since the Compliance Review was released. Still, there has been no response nor any changes in the city's nondiscrimination policy. Federal funding continues to flow into the city coffers without conditions or warnings.
Recall that the state of Tennessee did not formally recognize the law until 1993! The city has yet to do so- 43 years since its enactment.Isn't that strange??
