This looks like one of Shotokan's versions of Wankan.
This is most certainly not Matsubayashi-Ryu's version of Wankan. It looks much different. The movements are based on the same concepts and are executed in the same general area of motion, but there are still distinct differences.
Ive been practising Shotokan for over 30 years, this is how I was taught the kata, however, in Shotokan, there are a couple of other versions, kokutsu dachi instead of neko ashi at the begining and one with the cross over & one without

Not at all. I am very familiar with their kata and this is not even Okinawan Karate at all.
