Ofcourse China and Russia never became Communist - they were 3rd world nations, they needed to industrialize the nations and progress the forces of production. Also in Mao's case he saw it as important to change the superstructure i.e. Mao thought class struggle, culture and ideology as very important and this is obvious in his efforts to revolutionize every part of Chinese Society. However both nations lost their way through corruption and revisionism.

Communism doesn't work on small scale (see Kropotkin's Small Communal Experiments and Why They Fail). Communism requires the abolition of money and commodity production consequently it requires world communism.
Communism is by its very definition stateless, the USSR nor China were ever stateless. Nanjie is not communist either.

The USSR makes a change from above and the result was a social disaster. At the same time China change from under and the result was a disaster because of free trade for capitalist’s countries.
