From The Tube's show at The Hacienda, something like June 1984. It even has a catalogue number, FAC 104. The full programme was on display at Urbis in Manchester last year as part of the Hacienda 25th anniversary exhibition, and also featured a young Madonna performing 'Holiday'. Bands represented in the clip include New Order, Section 25, The Wake, Crispy Ambulance, ACR and 52nd Street. Oh, and Vini of course.
