Because the companies would be audited to ensure that they only sold the amounts they had permits for and would be penalised for overselling. There aren't that many companies that produce fossil fuels, so not much of an auditing job compared to other carbon capping systems. If you've controlled the amount of coal oil and gas coming in, it's physically impossible for more than that amount to be used...

Didnt get the part where double oh 8 says 'and that reduces the amount of emissions per permit each year'. Hows does that happen? If companies give money to the public and buy permits off them, then wouldnt the income rise and thereby spending and thereby emissions? hmm ..
