@weggles have a ring larger in diameter than the dowel and on the very inside haev some weighs attached to springs anchored to the large ring, the spinning makes it act like a centrifuge, allowing the wights to fight against the tension provided by the spring. You just need a way to mount it to the drill, but that should be relatively easy.

I got one of these at a job fair. It has the local power plant logo on one of the blades. They are quite cool.
I tried launching one with a power drill, but couldn't figure out a way to release it quickly once it got up to high speed. :[
