Looking after the children who result from their promiscuity is the punishment/consequence for women you're calling for. If a woman doesn't think it's so bad taking care of her illegitimate children, then i'm sorry to say, it's her choice about making more.
You don't have the right to infringe on childbearing. Either criminalize fornication, or shut up. But you can't go around punishing women in light of bringing children into this world. It does fall to personal responsibility. Period.
